Open Access journals first began to be applied in the late 1980s . These magazines do not have financial support from the state or any association and hold themselves by paying the author for publication proceeding . Some other journals survive by selling certain paper or magazine , but that money go to magazines and not to the author , as in a case heard in our media that alleged real scientists not to pay , but even gain from their publications . Being a country where institutions do not support us financially for publications , I personally am maximally avoid publication in the magazine paid , but not because among them there are magazines with high scientific value and impact factor . I am amazed when I heard on the outlook for the payment of 50 or 80 euros for a publication , because of open magazines which I have encountered require much higher fees , which often exceed the amount of 1,000 ( one thousand ) euros . But to be clear : firstly because the paper accepted scientific value and then paid the money . So , payment in no way guarantees the publication .
I appreciate the fact that our society Too interested to assess the scientific works . In fact , these same publications of academic staff are the main factors affecting the ranking of the university . If you are not satisfied with publications in international scientific journals lower level , then the logical need for statutory changes , which will establish the criteria for obtaining titles , looking tolerable minimum threshold to be considered a work in progress and it can be quantified , eg impact factor or its equivalent , or by indexing the magazine etc. .
